NEW BUSINESS
15-1 – Kevin Kus – 178 -1 Boston Post Road – Proposal to add a 25’ x 30’ garage.
The applicant requested this item be tabled until the May 26th meeting at 7:00 p.m.
15-2 Old Lyme Beach Club – 79 Brighton Road – Restoration of a permitted drainage way that was established .
Evan Griswold recused himself from the application as he is a member of the Old Lyme Beach Club.
Keith B. Neilson, P.E. was present to discuss the application with the commission. He stated the project will consist of beach re-grading to allow a land locked pond to drain into Long Island Sound. He stated the drainage way was inundated with salt water wave run up during Hurricane “Sandy”, and blocked and obstructed by accumulation of sand on the beach. Immediately following this inundation of salt water, various vegetation around the pond began dying, and wells of the Beach Club began withdrawing salt or brackish water.
He stated the project involves the excavation of 300 (+/-) CY of sand from approximately 7,500 square feet of an existing dune. He noted the work itself is not in a wetland but is located within the Upland Review area. He stated the goal is to have the drainage way reestablished in time for this year’s beach season. He stated they will use a heavy excavator and loader. The excavator will dig the sand from the drainage way and deposit the sand into a low profile stockpile. That material will be used to create a berm in front of the clubhouse building.
The commission set a site walk for Wednesday, May 13th at 5:30 p.m.
OLD BUSINESS
14-29 – Peter and Constance Ross – 37 Browns Lane – Proposal to add breezeway mud room, garage and breakfast area. The garage and breezeway is within the regulated area.
Neither the applicant nor their representative was present at the meeting. The commission reviewed the file and noted no new plans had been submitted as requested by the commission.
OTHER BUSINESS
ZONING ENFORCEMENT REPORT
Keith Rosenfield visited the property at 151 Boston Post Road as well as reviewed the prior approvals for the site. Rosenfield also presented a photograph of the area for the commission to review. It was noted that currently vehicles were not parked in the area of concern and Rosenfield stated he will continue to monitor the site. He observed the site to be stable as well as the placement of woodchips. He also noted erosion was kept to a minimum.
ROGERS LAKE WEED STUDY
Skip DiCamillo and Janet Bechtel attended the April meeting of the Lyme IWWC at which NEE Environment Consulting presented their Rogers Lake Non-Chemical and Chemical Vegetative Control Assessment and Options. Bechtel distributed a copy of this study which was commissioned by the Towns of Lyme and Old Lyme in conjunction with the Roger’s Lake Association.
